The applications are now open for the DAAD Helmut-Schmidt Programme Scholarships 2027 in Germany. This prestigious fully funded scholarship program is designed for future leaders from developing and emerging countries who wish to pursue a master’s degree in public policy, governance, law, economics, and related disciplines at leading German universities.

Funded by the German Academic Exchange Service (DAAD), the programme aims to strengthen good governance, democratic institutions, and social development worldwide by supporting highly motivated graduates with leadership potential. The selected scholars will receive comprehensive financial support and study at renowned German higher education institutions beginning in September or October 2027.

Applicants can apply for up to two of the following master’s programmes:

  • Social Protection, University of Applied Sciences Bonn-Rhein-Sieg
  • Development and Governance, University of Duisburg-Essen
  • Public Policy, Willy Brandt School of Public Policy, University of Erfurt
  • Peace and Conflict Studies, University of Magdeburg
  • Management in Nonprofit Organisations – University of Applied Sciences Osnabrück
  • Development Studies, University of Passau
  • Governance and Public Policy, University of Passau

The Helmut-Schmidt Programme focuses on preparing students for responsible positions in government, public administration, civil society organizations, and international institutions. Participants gain academic knowledge, professional skills, and international exposure that contribute to the social, political, and economic development of their home countries.

Required documents generally include:

  • DAAD application form.
  • Signed checklist.
  • Motivation letter.
  • Europass CV.
  • Degree certificates.
  • Academic transcripts.
  • Proof of relevant professional experience.
  • English language proficiency certificate.
  • Recommendation letter from employer or university lecturer.

Eligibilities

  • Be citizens of developing or emerging countries.
  • Hold a bachelor’s degree or equivalent qualification.
  • Have above-average academic results (upper third of the class).
  • Possess an academic background in Social Sciences, Political Science, Law, Economics, Public Policy, Public Administration, or related fields.
  • Demonstrate strong motivation to contribute to the social, political, and economic development of their home countries.
  • Have relevant professional experience, internships, community service, political engagement, volunteering, or NGO involvement.
  • Have obtained their most recent university degree after 1 January 2020.
  • Meet the specific admission requirements of the chosen master’s programme.
  • Fulfill the English language requirements of the selected university programme.
Eligible Regions: Citizens of developing or emerging countries.

Application Process

  • Review the scholarship requirements and eligibility criteria carefully.
  • Complete the official DAAD application form through “apply link” given below
  • Select up to two eligible master’s programmes.
  • If applying to two programmes, clearly indicate the order of preference in the motivation letter.
  • Prepare all required supporting documents.
  • Submit the scholarship application directly to the selected university programme(s), not to DAAD.
