The Fulbright Program, sponsored by the U.S. Department of State, is the U.S. government’s flagship international educational exchange program and is designed to foster mutual understanding among nations through the educational and cultural exchange.

The Fulbright Foreign Student Program is administered by bi-national Fulbright Commissions, U.S. Embassies, and cooperating agencies. All Foreign Student Program applications are processed by these offices. AMIDEAST is one of the cooperating agencies contracted by the U.S. Department of State to administer the Fulbright program. AMIDEAST administers the Fulbright Foreign Student Program for the Middle East and North Africa on behalf of ECA.

The scholarship is a merit-based award that provides up to two years of funding for graduate-level study or research at a U.S. university. For over four decades, AMIDEAST has been placing students from across the MENA region into universities throughout the United States. It has been integral to the success of the Fulbright Program, serving as a convener of academic and cultural exchange and dialogue. AMIDEAST continues today to support countless Fulbrighters to experience the opportunity of exchange and successfully complete their grants in the United States.

Appointed by the President of the United States, the 12-member J. William Fulbright Foreign Scholarship Board was established by Congress to supervise the global Fulbright Program as authorized by the Fulbright-Hays Act of 1961.

Representing diverse facets of American society, Board members select students, scholars, teachers, and others from the United States and abroad to participate in Fulbright exchanges. In close relationship with the U.S. Department of State’s Bureau of Educational and Cultural Affairs, U.S. embassies, bilateral Fulbright Commissions in host countries and the U.S. Department of Education’s International and Foreign Language Office of Postsecondary Education, the Board prepares an annual report and promotes the Fulbright Program to audiences around the world. The Board also meets quarterly to establish policies for Fulbright selection and operating procedures.

The Fulbright Foreign Student Program enables graduate students, young professionals, and artists from abroad to research and study in the United States for one year or longer at U.S. universities or other appropriate institutions.

The Fulbright Program’s application process is lengthy and rigorous, and prospective applicants are encouraged to consider carefully their intentions, goals, future plans and prospective projects before applying for a Fulbright grant. The competition for Fulbright Program grants is merit-based. Candidates are selected based on a variety of factors, that may include (but are not limited to):

  • academic qualifications,
  • project feasibility,
  • personal leadership ability,
  • available grant funds.

Fulbright operates on a yearly application cycle, which generally (but not in all cases) opens approximately 15 months before the anticipated start of the grant with a deadline approximately 11 or 12 months before the grant’s start date.
