The main aim of the Singapore-ASEAN Youth Fund (SAYF) is to promote greater interaction among youth in the ASEAN member countries. The Fund supports partnerships among ASEAN youth and youth sector organisations, thus contributing to greater understanding and closer ties within the ASEAN community. The Fund aims to foster unity in ASEAN youths, increase awareness and understanding of ASEAN culture, and forge friendship among ASEAN youths through projects offered by ASEAN youth organisations.

Application should be submitted at least 2 months before the proposed project start date. All participating countries’ laws must not be broken by the project’s content or message. The project is prohibited from promoting any political or religious beliefs. Projects must specifically take into account the political, religious, and ethnic sensitivities of the collaborating nations. Youths from all ASEAN member states between the ages of 15 and 35 are welcome to participate in the project. Youths from at least three ASEAN member states should participate. Furthermore, the initiative ought to guarantee that a minimum of 50% of the youth participants who are the focus are citizens of ASEAN member states. Projects (such large-scale events or international community service initiatives) should aim to involve as many youngsters from ASEAN member nations as feasible while maintaining a good country mix. Projects should have an impact on the development of young people in ASEAN and/or improve the region as a whole. The project needs to address at least one of the four focus areas of the Senior Officials Meeting on Youth (SOMY) and the ASEAN Socio-Cultural Community (ASCC) Plan of Action.

Project should also fall within one of the following themes:

    • Education
    • Employment and Future of Work
    • Health and Wellbeing
    • Inclusivity/ Support for the Vulnerable
    • Environment and Sustainability
    • Volunteerism
    • Youth Leadership
    • Youth Engagement

Project can take any of the following forms:

  • Community service projects such as humanitarian relief projects;
  • ASEAN-level sporting/cultural events and festivals;
  • Capacity building programmes such as conferences, seminars, workshops, camps, dialogues, etc.;
  • Research studies on ASEAN youths; and
  • Other forms as long as the project meets the SAYF objectives.

Benefits

  • The SAYF funds projects on a cost-sharing basis. Approved projects will be funded up to 80% of the total allowable project cost.
  • Each organisation is subject to a grant limit of SGD$50,000 per financial year starting from 1 April each year to 31 March the following year.
  • Projects that indicate other sources of funding, or use cost-recovery measures to cover at least part of the project cost will be considered favourably.
  • The SAYF does not fund gifts and prizes including tokens of appreciation, vouchers and awards such as trophies, medals etc., and any fixed assets.

Note: For other cost items not listed, it will be reviewed in relation to its necessity to the project.

  • CharitableOrganisation
  • Educational Institution in ASEAN
  • Youth Focal Point in ASEAN. The list of Youth Focal Points is as follows:

  • Cambodia – Ministry of Education, Youth and Sports
  • Indonesia – Ministry of Youth and Sports
  • Laos- Lao People’s Revolutionary Youth Union
  • Malaysia – Ministry of Youth & Sports
  • Myanmar – Department of Social Welfare
  • Philippines – National Youth Commission
  • Singapore – National Youth Council
  • Thailand – Department of Children and Youth, Ministry of Social Development and Human Security
  • Vietnam – National Committee on Youth of Viet Nam
