The EU-funded project EU4 Independent Media has announced an investigative journalism support program aiming to facilitate the production of impactful and compelling investigations on topics of high public interest.
The program is supported by the European Union and targets Armenia, Azerbaijan, Belarus, Georgia, Moldova, and Ukraine.
Eligible topics include, but are not limited to:
- Corruption and financial crime;
- Organized crime;
- Public safety and security;
- Democracy and human rights;
- Environment and climate change;
- Healthcare.
Good communication is a key priority for the European Union (EU) in its partnership with the countries of its Eastern Neighbourhood, helping people to understand the EU and its cooperation with Armenia, Azerbaijan, Belarus, Georgia, the Republic of Moldova, and Ukraine.
The EUNEIGHBOURS east website is an important communication platform in this regard, designed as a one-stop-shop for everything you need to know about cooperation and relations between the European Union and its Eastern partners. It has been developed by the EU-funded Regional Communication Programme for the Eastern Neighbourhood, EU NEIGHBOURS east.
The four-year program (2020-2024) aims to enhance the EU’s communication in the region, improve public understanding of the European Union and its policies, and build resilience against disinformation in the EU and its Eastern Neighbourhood. It complements and supports the communication efforts of the Delegations of the European Union in the Eastern partner countries, and works under the guidance of the European Commission’s Directorate-General for Neighbourhood Policy and Enlargement Negotiations, and the European External Action Service.
Apart from managing the EUNEIGHBOURS east website, the program’s activities include thematic communication campaigns, public diplomacy actions, opinion polling, and outreach in partnership with youth activists, media partners, national authorities, civil society organizations, academia, and different professional networks and associations. It also manages the network of Young European Ambassadors.
The program builds on the achievements of the OPEN East project (2015-2020) and the EU Neighbourhood Info Centre project (2009-2015).
The Regional Communication Programme for the Eastern Neighbourhood (2020-2024) is implemented by a consortium led by B&S Europe.

Eligibilities
- Must be legally registered news organizations catering to audiences in at least one of 6 beneficiary countries, including organizations operating in exile;
- Must be a journalist and press freedom non-profit organization;
- Must be independent content production companies;
- Must be journalists/content production teams acting on behalf of any of the above.
- Must have been in operation for not fewer than 3 (three) years prior to the submission of the proposal;
- Must have produced not fewer than 3 (three) investigations;
- Must have a Code of Ethics/editorial guidelines/membership in journalist organizations with a joint Code of Ethics or a track record of upholding journalism standards or participating in related initiatives.
