This position is located in the Executive Direction and Management of the Office of the High Commissioner for Human Rights. The Senior Programme Officer (Diversity and Inclusion Adviser) directly reports to the Deputy High Commissioner for Human Rights. The focus of this job is to lead or direct implementation, monitoring and evaluation of programmes, operations, policy and strategy development and other activities in relation to diversity and inclusion.

Responsibilities:

Within delegated authority, the Senior Programme Officer (Diversity and Inclusion Adviser) will be responsible for the following duties:

  • Takes the lead to develop, implement and evaluate assigned programmes/projects to enable a more inclusive and diverse work environment; identifies priorities, problems and issues to be addressed and propose corrective actions; liaises with relevant parties; identifies and initiates follow-up actions.
  • Ensures development and implementation of the stream of work on racism in the Organizational Effectiveness Action Plan on Inclusion (Diversity, Gender and Race); leading the development of a corporate strategy to address racism in the Organization

  • Supports the High Commissioner in fulfilling her responsibilities for the achievement of equitable geographic representation and diverse workforce in close coordination with the Human Resources Management Service, by mainstreaming racer, ethnicity and other form of diversity in human resources processes and advising the High Commissioner on the selection of staff for vacant posts in the professional category and above.
  • Directs research and programme evaluation and presents information gathered from diverse sources.
  • Coordinates policy development; reviews the assessments of issues and trends, preparation of evaluations or research activities and studies,
  • Undertakes survey initiatives; guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
  • Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc.
  • Directs substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Manages outreach activities; designs and conducts training workshops, seminars, etc., makes presentations on racism, diversity and inclusion.
  • Provides guidance to OHCHR field presences and drafting mission summaries, etc.
  • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and ensures preparation of related documents/reports (pledging, work programme, programme budget, etc.) under the OEAP on inclusion.
  • Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the organization.
  • Ensures effective development of staff; Guides, evaluates and mentors staff on diversity and inclusion.
  • May perform other duties as required.

Eligibilities

  • Education

Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Advanced studies in the field of diversity and inclusion or organizational change management is desirable.

  • Work Experience

A minimum of ten years of progressively responsible experience in project or programme management, administration or related area is required.
Out of these, a minimum of seven year-experience at senior level in advisory capacity on racial discrimination is desirable.
A minimum of five-year experience in leading innovation and change management initiatives for large organizations is desirable.

  • Languages

Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.
