The Fulbright Program, including the Fulbright–Hays Program, is one of several United States Cultural Exchange Programs with the goal of improving intercultural relations, cultural diplomacy, and intercultural competence between the people of the United States and other countries through the exchange of persons, knowledge, and skills. Via the program, competitively selected American citizens including students, scholars, teachers, professionals, scientists, and artists may receive scholarships or grants to study, conduct research, teach, or exercise their talents abroad; and citizens of other countries may qualify to do the same in the United States.

The program was founded by United States Senator J. William Fulbright in 1946 and is considered to be one of the most widely recognized and prestigious scholarships in the world. The program provides approximately 8,000 grants annually, comprising roughly 1,600 to U.S. students, 1,200 to U.S. scholars, 4,000 to foreign students, 900 to foreign visiting scholars, and several hundred to teachers and professionals.

The Fulbright Program is administered by cooperating organizations such as the Institute of International Education and operates in over 160 countries around the world. The Bureau of Educational and Cultural Affairs of the U.S. Department of State sponsors the Fulbright Program and receives funding from the United States Congress via annual appropriation bills. Additional direct and in-kind support comes from partner governments, foundations, corporations, and host institutions both in and outside the U.S. In 49 countries, a bi-national Fulbright Commission administers and oversees the Fulbright Program. In countries that have an active program but no Fulbright Commission, the Public Affairs Section of the U.S. Embassy oversees the Fulbright Program. More than 370,000 people have participated in the program since it began; 62 Fulbright alumni have won Nobel Prizes; 88 have won Pulitzer Prizes.

The Fulbright Joint-Supervision Program sends Moroccan doctoral candidates to an American university to pursue a year/ 2 years of study and research with an American Ph.D. co-supervisor

Candidates selected under this program spend up to one full year or two years at an American university conducting research in labs, libraries, and auditing classes under the supervision of their American co-supervisor.

Candidates planning to spend two years need to specify this on their applications and on the invitation letters received from their potential US supervisors.


United States


  • A monthly stipend for a total of 12 months while at the American university, divided into two periods if appropriate
  • One or two round-trip, economy class flights between Morocco and the American host university (request for number of trips must be confirmed at time of application)
  • Reasonable charges at the American host university, subject to MACECE’s and the U.S. co-supervisor’s approval
  • An allowance of up to $1000 for the purchase of books and materials
  • An allowance of up to $1000 for the purchase or rental of necessary academic equipment
  • Medical insurance covering the grantee’s period(s) of stay in the U.S.
  • MACECE also provides an economy-class round-trip ticket and per diem for the American co-supervisor to attend the Ph.D. thesis defense of the Moroccan student and to spend up to one week in Morocco connecting with Moroccan colleagues and universities.
  • The Joint Supervision grant is preferably for one round-trip, economy-class flight to the USA, but upon request, the grant can be divided into two trips.  The minimum research time allowed under the grant is two months.


  • You are not eligible:
    • If you are currently studying in the United States.
    • If you have worked overseas for more than two years.
    • If you are an employee or close family member or dependent of an employee of MACECE, an officer of the MACECE board, the US Embassy or the US Department of State or its cooperating agencies, or individuals closely associated with the organization.
    • If you are associated with an organization, wherein the organization and the individuals are responsible for nominating or selecting individuals for participation in any exchange program of the Bureau of Educational and Cultural Affairs (e.g. cooperating agencies like Amideast, etc.).

Application Process

  • Ph.D. students interested in this program must first find an American professor willing to host them for one year.  Applications must include a letter of invitation from an American professor that clearly states the professor’s support for applicants to come and work with them at their university.

– 477 paper-based tests or 53 internet-based tests for Candidates in the Sciences/ Engineering

– 500 paper-based tests or  61 internet-based tests for Candidates in the Humanities

  • MACECE will also accept the TOEIC or IELTS Academic as substitutes for the TOEFL test. Applicants who hold a B.A. in English Studies are exempt from this requirement.
  • Diplomas and their transcripts
  • 3 Recommendation Letters which specifically address applicants’ qualities as a doctoral student and their research capabilities
  • 1 Approval Letter from Moroccan Supervisor,  authorizing applicant to pursue one year of his/her research for the doctoral degree in the US
  • 1 Invitation Letter from an American co-supervisor, inviting the applicant to spend one year at the host institution to conduct his/her research, confirming the supervision of research, and explaining what is available to the applicant (e.g. office space; access to labs; library access, etc.)
  • Shortened thesis proposal specifically tailored for this application that covers the following points:

         1– the dissertation’s hypothesis and overall purpose must be stated clearly in the first few paragraphs of the modified thesis proposal

         2– how the dissertation’s thesis and research are situated in the context of current research, taking place in Morocco and in the                           world in general

         3– how the proposal relates to Morocco’s national development needs is an important element in the Selection Committee’s                                   consideration of the proposal

         4– a brief review of the relevant literature, including an up-to-date bibliography

  • Documentary proof that the applicant is a Ph.D., student (Attestation d’inscription/réinscription).
  • Research objectives and personal statement essays (use the forms in the online application) should demonstrate why the applicant’s research should be conducted in the US for one year.
