Mayor’s Scholarship Program (MSP) is an opportunity for full-time New York City government employees to pursue undergraduate and advanced degrees at local colleges/universities while remaining employed by the city.
For over 50 years, hundreds of applicants have been awarded scholarships through the program, thanks to the generosity of our participating colleges and universities.
Traditionally only servicing graduate scholarships, the 2026 launch of undergraduate scholarships provides civil servants the opportunity to now pursue undergraduate bachelor’s and associate degrees and receive financial assistance. All scholarship awards are determined and funded by the participating school.

Building on the success of the Mayor’s Graduate Scholarship Program, the program has been rebranded as the Mayor’s Scholarship Program to now encompass both undergraduate and graduate scholarships. Participating colleges and universities provide the funding for all scholarship offerings and determine the recipients of the awards. The Undergraduate Scholarship Offering Guide lists schools and specific degree programs being offered. All questions about admission requirements, such as test or transcript information and the program curriculum, should be directed to the college or university to which you are applying. Mayor’s Scholarship Program (MSP) staff are available to answer questions about the scholarship application process.

Eligibilities
- Be a full-time New York City government employee
- Have completed a high school diploma or equivalent by the start of the scholarship year
- Remain a full-time NYC government employee throughout the course of study
- Remain a student in good standing
- Attend classes on their own time
There is no minimum length of employment required to apply. Awardees are not required to remain in city service after completing the program

To apply applicants must:
- Check to see that the school and program applicants have applied to or are
currently attending is participating in the Mayor’s Scholarship
Offering Guide-Undergraduate Programs. - Complete a scholarship application for the school applicants have applied to
and submit it to their Agency Personnel Office (APO) for approval by
the deadline date (do not submit scholarship applications to the
school). If applicants have applied to more than one school, make sure to
complete and submit a scholarship application to their APO for each
school they have applied to.
