The Fulbright Program, including the Fulbright–Hays Program, is one of several United States Cultural Exchange Programs with the goal of improving intercultural relations, cultural diplomacy, and intercultural competence between the people of the United States and other countries through the exchange of persons, knowledge, and skills. Via the program, competitively-selected American citizens including students, scholars, teachers, professionals, scientists, and artists may receive scholarships or grants to study, conduct research, teach, or exercise their talents abroad; and citizens of other countries may qualify to do the same in the United States.

The program was founded by United States Senator J. William Fulbright in 1946 and is considered to be one of the most widely recognized and prestigious scholarships in the world. The program provides approximately 8,000 grants annually, comprising roughly 1,600 to U.S. students, 1,200 to U.S. scholars, 4,000 to foreign students, 900 to foreign visiting scholars, and several hundred to teachers and professionals.

The Fulbright Schuman Program is administered by the Fulbright Commission in Belgium and is jointly financed by the U.S. Department of State and the Directorate-General for Education, Youth, Sport and Culture (DG.EAC) of the European Commission. Grants can be awarded to candidates from any of the 27 EU member states for a period of up to one academic year (9 months) and are open to all academic fields, however, the topic of research must have a strong EU component.

Awards are available to conduct research, or lecture on a topic that is relevant to US-EU relations, EU affairs/policy, or EU institutions and shows relevancy to at least two EU member states. Projects that do not meet this requirement should be submitted through the local Fulbright Program in the applicant’s country of citizenship. Candidates must arrange their own placement at an accredited university or a non-profit research institution.

  • Academic/professional experience of 3+ months in two or more EU Member States recommended.
  • Academic excellence or outstanding personal or professional background.

Application Process

Required documents:

  • Americanized CV.
  • Study/Research Objectives Essay (please ensure to demonstrate relevancy to the EU).
  • Personal Statement Essay.
  • Diploma of most recent degree including transcripts with completed coursework (certified translation in English unless the original documents are in Dutch, French or German).
  • Writing sample (for doctoral students only).
  • Three letters of recommendation (uploaded directly into online application by chosen recommenders).
  • Letter of affiliation or admission from a U.S. host institution. This letter should contain the institution’s letterhead, mention the exact dates (or academic term), the objective of the applicant’s stay as well as any facilities that the applicant will have access to during their grant period.

** Note that candidates applying for the Fulbright Schuman Program should not apply for multiple Fulbright awards in the same competition year.
