Heifer International is looking for Program Officer 2025 in Jashore.
Job Responsibilities:
1. Project Planning and Implementation (50%)
- Ensure professional standards of work are implemented and completed on time.
- Adopt appropriate strategies and plans to meet project goals and targets.
- Prepare standard implementation guidelines to ensure impactful delivery in target communities.
- Develop and monitor Detailed Implementation Plans (DIP).
- Provide support to project partners for effective start-up and implementation, ensuring clear understanding of project agreements.
- Offer backstopping support to project partners, private sector entities, and cooperatives in program management.
- Coordinate with admin and finance teams to ensure compliance with operational, legal, and audit requirements.
- Support cooperative transformation into sustainable business hubs (e.g., aggregation centers, transport solutions, market linkages).
- Collaborate with thematic leads to ensure high-quality service delivery.
- Mobilize and supervise project staff to maintain implementation quality.
- Uphold transparency, organizational code of conduct, and donor compliance.
2. Monitoring, Coordination, and Reporting (30%)
- Conduct regular site visits to assess context, monitor progress, and follow up on key recommendations.
- Report implementation progress and collaborate on next steps with internal and external stakeholders.
- Build strong relationships with local government for smooth project execution.
- Coordinate with private sector actors (e.g., BFIs, insurers, market actors) to ensure service delivery.
- Promote good governance within cooperatives, emphasizing transparency and accountability.
- Ensure project objectives, milestones, and deliverables are consistently met.
3. Networking, Technical Support, and Capacity Building (15%)
- Establish and maintain networks with government bodies, stakeholders, and professional associations.
- Provide capacity building and backstopping support to project partners and cooperatives.
- Facilitate an enabling environment to access and disburse resources efficiently.
- Support the formation and strengthening of cooperatives and linkages between value chain actors.
- Assist smallholder farmers, lead farmers, entrepreneurs, and cooperatives in leveraging funding from local and provincial government.

Eligibilities
Job Requirements:
1. Educational Qualifications

Bachelor’s degree (or equivalent) in Business Administration, Rural Development Studies, Agriculture, Business Studies, or a related field from a recognized university.

Additional job-related education and/or experience may be considered as a substitute for part or all of the basic qualifications.
2. Professional Experience
-
Minimum 4 years of relevant experience in a similar context.

Experience in:

Training facilitation and curriculum development using participatory methodologies.

Business development, market linkages, access to finance, or creation of business and production plans.

Agriculture cooperative development and working with community-based organizations (e.g., SHGs, farmer producer groups).

Field data collection and conducting analyses.
