IOM is looking for a National Programme Officer 2021 in Dhaka.

Under the direct supervision of the Cluster Coordinator (Displacement Management Cluster), and the overall supervision of the Emergencies and Displacement Unit Manager, the successful candidate will provide specialized assistance to the Displacement Management Cluster, with a focus on overall programme support on piloting new data collection and analysis tools, together with the Government and key humanitarian partners. The work includes reporting, drafting TPs, papers, briefs and presentations, undertaking external communications, representing IOM, and supporting general coordination and liaison
work.

Responsibilities:

  • Assist in coordination, implementation and monitoring of project “Addressing disaster displacement,increasing emergency preparedness and anticipatory action of humanitarian actors and refugees in Bangladesh”.
  •  Provide strategic input for donor reports, policy briefs, talking points, presentations and other
    knowledge and communication products.
  • Write mid-year and end of year project reports updating on the implementation of project activities in coordination with the Project Support Unit (PSU) and Mission Support Unit (MSU), as necessary.
  • Maintain close collaboration and working arrangements with relevant stakeholders such as Government entities, Humanitarian coordination task team, needs assessment working group, NGOs,
    INGOs, UN agencies, etc. to enhance coordination on DMC.
  •  Participate in meetings, conferences and trainings when required and circulate notes for file on topics discussed.
  • Facilitate the organization of meetings, workshops, training events and conferences with partners, UN agencies, etc. at the national and field levels.
  • Maintain close collaboration and working arrangements with relevant stakeholders such as Government entities, NGOs, INGOs, UN agencies, etc. to enhance coordination.
  • Provide inputs and assistance for the preparation of new project/ programme proposals for the Mission’s engagement and undertake necessary donor liaison.
  • Participate in discussions on thematic issues related to climate migration and displacement, and make presentations on various displacement and climate migration topics, as necessary.
  • Undertake duty travel relating to project/programme activities, as required.
  • Perform such other duties that may be assigned by the Manager and CoM.

The International Organization for Migration is an intergovernmental organization that provides services and advice concerning migration to governments and migrants, including internally displaced persons, refugees, and migrant workers. In September 2016, IOM became a related organization of the United Nations.

Eligibilities

  •  Completed Master’s degree from an accredited academic institution preferably in Disaster Management,Development Studies, Statistics, Economics or any other relevant subject or or; Bachelor’s degree/certificate with additional two years of relevant working experience
  •  Experience in project implementation.
  • Previous experience in international organization is an advantage;
  • Demonstrated understanding and familiarity with disaster and displacement related issues in the country and proven track record of working with central and field level government institutions.
  • Strong coordination, negotiation, mobilizing and facilitation skills
  • Ability to work independently under minimal supervision;
  •  Ability to work effectively and harmoniously within a team of colleagues from varied cultures and professional backgrounds.
  • Experience in research, management and coordination of information flows, data management and analysis would be an added advantage.
  •  In-depth knowledge of the latest technological developments in information technology and information system;
  • Demonstrated understanding of different data collection methodologies and analysis softwares (MS-Excel, SPSS, STATA, Tableau or others.) would be an added advantage.
  • Proficient in computer applications.
