UNDP is looking for Programme Analyst – Rule of Law, Justice and Security (RoLJS) 2025 in Dhaka.
Job Responsibilities:
Quality Assurance of Result-based Project Implementation
- Ensure effective planning, implementation and monitoring of rule of law, justice and security projects and align programme/ projects results and outputs to the Democratic Government Cluster’s strategic goals;
- Provide technical oversight as part of the management team and ensure efficient delivery of project outputs;
- Develop detailed Monitoring and Evaluation plan for the project in close collaboration with project partners;
- Monitor events as determined in the project monitoring plan, and update the plan as required;
- Prepare project information required in the Quantum Project Management module and Intranet Project Portal (annual targets and results, risks, issues, monitoring, progress, key project information) is kept up to date;
- Monitor the project risks initially identified and submit information on new risks and possible mitigating measures;
- Prepare, organize, and minute of various regular meetings;
- Prepare timely regular project progress reports (on progress against planned activities, update on risks, project finances, etc.);
- Prepare mid-year review and year-end review of the project;
- Prepare final project report and supporting documents; and
- Contribute to UNDP corporate reporting obligations (ROAR, COVID-19 reporting, etc.)
Support Partnership, Communications and Coordination
- Be aware and keep abreast of activities of the key counterparts in UNDP’s rule of law, justice and security projects and main reform stakeholers;
- Support coordination and regular exchanges of information to ensure the coherence and complementarity of project activities with focus on deepening youth engagement and promote women’s participation in justice, rule of law security sector reforms;
- Establish and maintain close partnerships and regular communication with the Responsible Parties, Partners, beneficiaries and potential donors;
- Participate in relevant meetings with governments, UN agency and CSOs personnel, and the diplomatic corps, as well as internal, inter-agency and donor meetings;
- Identify opportunities for widening/deepening the cooperation and recommending adequate approaches to approaching and managing different stakeholders based on information arising from project implementation;
- Coordinate the implementation of the project communications and visibility strategy;
- Identify and document results/impact, lessons learned, and good practices, and prepare knowledge and advocacy products/materials for internal and external audiences;
- Participation in UNDP and external Communities of Practice and Knowledge Networks.
- Prepare policy briefs, case studies, reports, and other relevant documentation to communicate findings, recommendations, and progress to senior government officials, UNDP, and other partners;
- Maintain clear records of consultations, research, and analysis processes to ensure transparency and accountability in policy development in relation to rule of law, justice and security reform support;
Actively Support Policy and Programme Services
- Stimulate strategic thinking in relation to rule of law, justice and security reform support programming;
- Conduct analysis of existing policies, practices, and institutional frameworks to identify gaps, weaknesses, and opportunities for engagement in the area of rule of law, justice and security reform support promoting integrity, gender-equality, youth engagement and human rights;
- Support the Senior Rule of Law, Justice and Security Advisor in conducting context analysis, preparing evidence-based recommendations for policy reforms that align with international standards and best practices;
- Identify sources of information and synthesis of best practices and lessons learnd directly linked to rule of law, justice security sector programming;
- Support the Senior Rule of Law, Justice and Security Advisor in the designing of policy interventions in relation rule of law, justice and security reform support .
- Provide technical assistance in the development of action plans for the implementation of recommended reforms;
- Assist in the formulation of monitoring and evaluation frameworks to assess the effectiveness of implemented policies;
- Manage the inputs of the consultants and undertake knowledge capture at national, regional and global levels in the subject area and the production of knowledge-based products;
- Manage the establishment of internal and external networks or communities of practice covering prominent experts in government, non-government, private companies, international development organizations and the UN system;
- Participate in knowledge sharing processes and events within UNDP and with external partners;
Ensure Stakeholder Engagement
- Engage with relevant stakeholders, including judiciary, bar association, ministries, police and law enforcement agencies, independent commisisons, civil society organizations, and development partners, to gather input and ensure broad-based support for policy reforms;
- Facilitate workshops, meetings, and consultations to discuss and refine policy proposals;
- Support the Senior Rule of Law, Justice and Security Advisor in the delivery of inclusive reform support;
