The Public Affairs Section of U. S. Embassy is pleased to announce the annual competition for the Hubert H. Humphrey Fellowship Program. This one-year Fellowship program is offered to young and mid-career professionals who have a proven track record of leadership, a public service commitment, and the capacity to take full advantage of a self-defined program of independent non-degree study at a leading U.S. university. The program is not designed to deliver an advanced degree.

The Hubert H. Humphrey Fellowship Program brings accomplished professionals from countries around the world to the United States at a midpoint in their careers for a year of graduate level academic course work and professional development activities. The Humphrey Program was initiated in 1978 to honor the memory and accomplishments of the late Senator and Vice President, Hubert H. Humphrey.

Fellows are selected on their potential for leadership and commitment to public service. The program provides a basis for establishing lasting ties between citizens of the United States and their professional counterparts in other countries, fostering an exchange of knowledge and mutual understanding throughout the world.  Fellowships are granted competitively to professional candidates with a commitment to public service in either the public or private sector.

  • A Professional Development allowance for professional activities, such as field trips, professional visits and conferences
  • The Program offers Fellows valuable opportunities for leadership development and professional engagement with Americans and their counterparts from many nations.
  • Thirteen major universities in the United States host Humphrey Fellows.
  • After completion of the program, participants will receive special certificates from the U.S. government and the host university.

Eligibilities

Applicants must meet the following criteria in order to be eligible for the program:

  1. Be Bangladeshi citizens.
  2. Be under 45 years of age.
  3. Must have a minimum of five years full-time professional experience (prior to August 2019) in relevant field.
  4. Be in Bangladesh at the time of the application and during the selection process.
  5. Have a strong academic background with a master’s degree, with marks not less than 50% in all public examinations.
  6. Not have studied in the United States for one academic year or more since 2012, or more than six months since 2014.
  7. Be proficient in both written and spoken English and preferably have a minimum Test of English as a Foreign Language (TOEFL) score: 71 (iBT). Please note that selected candidates who do not have valid TOEFL scores must sit for the TOEFL exam after the selection process. The American Center will arrange TOEFL exam for selected candidates only.
  8. Be in good health
  9. Return to Bangladesh on completion of the program in the U.S.
  10. Not be dual (Bangladesh & U.S.) citizens or U.S. permanent residents.

Application Process

  • Candidates must first create an Embark account before you can access the Humphrey application. You can use this account to log into the system throughout the application process. You can save the application and return to it many times before submitting it.
  • Please read all instructions carefully. When answering questions 20-25, please pay attention to what is asked in the question and address all those areas in an adequate manner. Keeping in mind the word limits, applicants should try to answer each essay question as fully as possible.
  • Applicants are expected to submit original content. Think again before taking excerpt from relevant texts from the internet that someone else has authored, and trying to copy-paste it into what you will submit to us. Always cite your sources and attribute content that is not your own.

  • You do not need to fill out the English Language Assessment form.

  • When applicants are finished with their applications, they need to make sure not only that they have completed all the required questions, but also that they fully submit the application. After they submit their application, they will be able to view the document, but will not be able to make edits.
