UNFPA is looking for Programme Coordinator -SRH, Temporary Appointment 2021 in Dhaka
A team of SHR and Gender programme staff, hired under this project, will work in a coordinated manner to ensure timely implementation of activities and compliance with the donor requirements of programme and financial reporting. A clear line of reporting for both technical and financial obligations will ensure efficient management of HGSP. The Programme Coordinator–SRH provides technical assistance and manages implementation, monitoring and supervision of HGSP. She/he will lead programme management, workplan development and implementation with the implementing partners along with coordination and collaboration with all stakeholders, including relevant Government counterparts and UN agencies (IOM, WHO, UNICEF). The incumbent will guide and facilitate the delivery of the HGSP programme by monitoring results achieved and conducting periodic physical and financial progress checks and ensuring timely reporting.
Responsibilities:
- Programme Management and Coordination:

- Take overall responsibility for managing the SRH component of HGSP, including need-based support to other WB projects and coordination with the Gender Unit.
- Coordinate with SRH and Gender units to ensure timely preparation and submission of technical and financial reports, including quarterly, half-yearly, and annual reports to the donor.
- Supervise preparation and implementation of HGSP WP in line with the agreement and in accordance with the UNFPA policies and procedures manual (PPM).
- Supervise HGSP project implementation, establishing collaborative partnerships with implementing partners, experts, government counterparts, and other UN agencies to facilitate timely and efficient delivery of project inputs and addressing training needs of project personnel.
- Ensuring capacity building of all stakeholders in prevention of sexual exploitation of abuse (PSEA).
- Technical assistance (TA) coordination and technical backstopping:

- Provide technical assistance to improve collaboration and coordination among Government counterparts, the World Bank, UN agencies (IOM, WHO, UNICEF), implementing partners, other stakeholders and UNFPA SRH/Gender teams in Dhaka and Cox’s Bazar.
- Review political, social and economic environment relevant to SRH and gender in Cox’s Bazar with a particular focus on SRH and linkages with GBV programme components and pursue opportunities for UNFPA assistance and intervention.
- Represent HGSP in various coordination mechanisms and donor/government meetings.
- Facilitate timely and efficient delivery of project inputs while addressing capacity gaps for quality service delivery.

- Assess implications of implementation bottlenecks and strategies on programme execution and ensure appropriate implementation.
- Monitoring, Evaluation and Reporting :
- Ensure achievement of programme results through rigorous work planning by implementing partners and appropriate monitoring.
- Establish and implement oversight mechanisms and systems to track achievement of results for internal and donor reporting.
- Undertake analysis of national and sub-national trends on SRH and gender to leverage resources and strengthen HGSP.
- Lead knowledge management activities including documentation of lessons learned and best practices and use of this knowledge for information sharing and planning.
- Lead preparation of project summaries, periodic (quarterly, six monthly and annual) progress and financial reports and briefing notes for government, donors and UNFPA as well as facilitating the evaluation of the progress made.
- Supervision and Performance management:
- Lead HGSP HR team to ensure quality implementation of the WP and timely technical and financial reporting by both SRH and Gender teams.
- Supervise SR team both on technical and programme management.
- Ensuring accountability on progrmme management, financial reporting and donor reporting for both SRH and Gender teams.
- Supervise, mentor, and coach team members in order to strengthen their capacity.
- Resource Mobilisation:
- Assists in advocacy efforts of the country office in resource mobilization for UNFPA mandated areas.

Eligibilities
Education:
- Advanced degree in public health with background in medicine, epidemiology, population, demography, gender and/or other related social science field.
Knowledge and Experience:
- Minimum 5 years of professional experience in the field of sexual and reproductive health, with experience in programme/project management.
- At least two years’ of experience managing large donor funded projects would be desirable.
- Demonstrated experience in coordination and liaison with government and civil society counterparts, UN agencies, private sector, development partners, and CBOs
- Prior experience working for the United Nations would be an added advantage.
- Initiative, strong conceptual and analytical skills, sound judgment, liaison skills, negotiation skills, administrative and management skills, organizational skills, and interpersonal skills
- Proficiency in current office software applications (MS Word, MS Excel, MS PowerPoint, and other presentation software).
Languages:
- Fluency in English and Bangla is required.
