CARE Bangladesh is looking for Chief of Party (USAID-funded Multipurpose Disaster Shelter Support (MPDS) Activity) 2023 in Dhaka.
Job Respobsibilities:
Responsibility # 1: PROVIDE TECHNICAL LEADERSHIP AND PROGRAM IMPLEMENTATION OVERSIGHT TO ACHIEVE PROJECT GOALS
- Development and review of project results framework, performance monitoring plan, technical strategy, M&E plan and annual work plans as per contract/agreement requirements, USAID and CARE frameworks and standards. Design and oversee an annual project cycle in accordance with USAID’s annual planning cycles.
- Oversee the completion of all technical requirements, including project results and deliverables, in accordance with the project work plan.
- Ensure a robust monitoring and evaluation system is in place, and analyze project impact and challenges to manage the project to meet or exceed results;
- Oversee the preparation of quarterly and annual project activity reports, M&E reports, and other deliverables, as specified in the agreement. Report against the project’s targets.
- Working closely with the Deputy Chief of Party to ensure completion of all technical requirements, including project results and deliverables, in accordance with the project work plan as agreed with donors throughout the project period.
- working with the thematic technical teams to ensure that implementation is delivered with highest quality.
- Working closely with consortium partners to ensure effective coordination resulting in timely and quality of services are maintained at highest standards.
- Ensure timely delivery of all project results and delivery of reports as well as strong compliance with USG funding regulations;
Responsibility # 2: LEADERSHIP IN FINANCIAL MANGEMENT AND RISK MANAGEMENT
- Manage the project’s operational, financial, and administrative priorities; direct the planning and budgeting processes. Create or adapt management systems in line with USAID and CARE’s standard operating procedures, ensuring consistency with project needs
- Error free and timely financial reports to USAID and CARE
- Review and monitoring project spending is in-line with budget and take necessary measures to ensure burn rates and expenses are in line to avoid any considerable risk with both the donor and the government.
- Working with the DCOP to ensure that all financial policies are adhered to, and that both direct delivery and partner delivery are conducted in a manner to minimize disallowed costs. Also, work with the program staff and CARE finance team to ensure that audit findings are efficiently addressed such that these do not reappear as audit issues.
Responsibility # 3: ENSURE DONOR, GOVERNMENT RELATIONS & BRANDING
- Build and maintain productive working relationships with USAID, project partners, and key stakeholders. Serve as the primary liaison amongst the locally-represented multi/bi-lateral donors, foundations, international and national NGOs, CBOs and community level stakeholders.
- Develop, enhance and maintain relationships with the GoB and relevant departments at national and regional level
- Build partnerships among international , national and community-level stakeholders
- Identify issues to be addressed to heighten donor and government accountability and maintain a positive image and good visibility for CARE among these groups.
- Ensure timely reporting and communications with CARE, donors, government and other key actors.
- Ensure cordial media relations and act as CARE spokesperson as required.
- Represent the project at high-level meetings, conferences, and other forums.
Responsibility # 4: STAFF AND PERFORMANCE MANAGEMENT CREATE A CULTURE OF LEARNING
- Direct management of the key strategic management staff- i.e. the Deputy Chief of Party, Infrastructure Manager and other key positions.
- Supervise and mentor senior staff, delegating responsibilities as appropriate. Clearly communicate expectations for staff performance.
- Clearly communicate expectations for staff performance. Guide team members to fulfill the project’s strategic goals and objectives.
- Maintain CARE’s performance management system for direct reports, including supporting development staff capacity , regular feedback, mid-term reviews and annual performance appraisal and proactively address performance issues through regular, constructive and honest feedback and coaching to ensure staff motivation and staff performances.
- Ensure space and incentives are available to allow staff to develop and innovate
- Oversee the recruitment and orientation of new senior program staff.
- Promote and foster culture of leanring acorss thems and stakhodlers.

Eligibilities
Job Requirements:
- Bachelor’s degree in civil engineering, development studies or disaster management; Master’s degree preferred.
- Minimum of 10+ years of progressively responsible experience in international development project management; previous Chief of Party, Deputy Chief of Party, or senior management experience in disaster risk reduction and humanitarian assistance shelter construction.
- Previous experience as a Chief of Party or Project Director in USAID supported project.
- Prior USAID program management experience required
- Experience with the following technical areas:
- Design and implement of shelter and civil construction work in disaster context
- Disaster Risk Reduction/disaster preparedness /climate risk management
- Integration of gender and inclusion in construction and DRR work
- Community engagement, participation
- Proven exceptional leadership in the design, management, implementation, monitoring and evaluation of similar-sized international donor-supported programs, with skills in strategic planning and thinking, management, supervision and budgeting, and experience managing complex activities involving coordination with multiple program partner institutions.
- Demonstrated skills building and maintaining relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners.
- Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.
- Working with sensitive information and maintaining confidentiality.
- Ability to manage and execute multiple tasks with little supervision while meeting sometimes inflexible deadlines.
- Excellent interpersonal and communication skills, ability to develop and communicate a common program goals among diverse partners, and ability to lead multidisciplinary teams.
- Experience managing teams of professionals, and experience with the administrative, procurement, hiring, and recruitment, financial and logistical aspects of activity/project implementation.
- Experience in managing required programmatic and financial reporting requirements. Experience with M&E is a plus.
- Demonstrated commitment to gender equity and inclusion.
- Fluency in English (spoken and written) is required.
- Ability to travel within Bangladesh as required.
