BAY OF BENGAL CONVERSATION 2022 in Dhaka

The Bay of Bengal has been an interconnected and interdependent region for centuries. Trade and migrations across borders have made the littoral states and cities culturally diverse societies. The geo-strategic shift from Euro-Atlantic to Indo-Pacific in recent years has given the Bay of Bengal region a renewed geo-political prominence.

The region has diverse geographical features, from the Himalayan mountain system, trans boundary contiguous mangrove forest of the Sundarbans and a critical marine ecosystem. The natural resources of the region face an increased risk from demographic changes, environmental degradation and recurring climate change induced disasters. The increase in frequency and severity of cyclones and extreme weather events has resulted in the displacement of people both within states and across borders. About 30 million Bangladesh people are projected to be at risk of becoming climate migrants by 2050. In the last decade, the Bay of Bengal littorals have lost 3,17,000 lives and resources worth nearly $59 billion to disasters. On top of these known threats, the region is also at high risk due to the ongoing novel coronavirus or Covid-19 pandemic. Addressing these trans-boundary threats would exceed the capacity of single country and require collective efforts at the regional level.

The  Bay  of  Bengal  Initiative  for  Multi-Sectoral  Technical  and  Economic  Cooperation  (BIMSTEC), formed in 2004, has been an important step forward in recognizing the need for collectively addressing the geopolitical and development challenges in the region. A series of meetings and high-level forums have been held over the past decade to discuss greater integration of the Bay of Bengal, however, the functioning of BIMSTEC has been largely ineffective. While efforts are underway for the revival of BIMSTEC, institutional frameworks for addressing the challenges in the region have remained weak. There is a need therefore for a sustained dialogue among scholars, practitioners and policy makers to identify and deliberate on various challenges confronting the region, identify mechanisms to address those and evolve new frameworks for co-operation.

The purpose of the proposed yearly Bay of Bengal Conversation, CGS flagship conference on governance, security & development, will be to bring together stakeholders from multiple communities for sustained dialogue on issues that face the region and create pathways through which regional co-operation could take shape.

EXPECTED BEHAVIOR

We expect that Participants will:

  • Be considerate and respectful to all community members. Refrain from demeaning, discriminatory, or harassing behavior, materials, and speech. Speak up if they observe anything at the Conference that conflicts with this Code of Conduct. If you are being harassed or feel uncomfortable, notice that someone else is being harassed, or have any other concerns, please contact a member of the conference organizers immediately. Avoid Profanity or slurs and Be respectful, understanding, and mindful of fellow participants. If you choose to attend a panel discussion, we request you to stay seated for the entire duration of the event.

Conference Participation and Dress Code

  • All participants must carry a valid confirmation entry pass to attend the events. Formal attire (Business Formal or Official Uniform) will be the dress code for every participant to attend the conference.

Laws and Prohibition

  • The participants are requested to abide by the laws and regulations of the country. Any kinds of illegal substances (Drugs, Alcohol, etc.) are strictly prohibited in the unauthorized area and requested to consume alcohol in moderations only in the authorized area. We expect all participants to share the same responsibilities for the conference. We strictly restrict access to any events with weapons and prohibit any kind of organized demonstration and disruptions.

UNACCEPTABLE BEHAVIOR

  • Unacceptable behavior from any community member will not be tolerated. Unacceptable behavior includes, but is not limited to:
  • Intimidating, harassing, abusive, discriminatory, derogatory, or demeaning speech, materials, or conduct by any Participants of the conference.
  • Violence, threats of violence, or violent language directed against another person.
  • Sexist, racist, homophobic, transphobic, or otherwise discriminatory jokes and language.
  • Personal insults, particularly those related to gender, sexual orientation, race, religion, or disability.
  • Inappropriate photography or recording.
  • Taking photos within the conference environment for use on social media, without the prior permission of the individuals or owners of the content therein.
  • Any boisterous, lewd, or offensive behavior or language, including but not limited to using sexually explicit or offensive language, materials or conduct, or any language, behavior, or content that contains profanity, obscene gestures, or racial, religious, or ethnic slurs.
  • Failure to obey any rules or regulations of the event venue.

CONSEQUENCES OF UNACCEPTABLE BEHAVIOR

  • Unacceptable behavior will not be tolerated. Anyone asked to stop unacceptable behavior is expected to comply immediately. If a Participant engages in unacceptable behavior, Conference organizers may take any action it deems appropriate, including warning or expelling the offender from the Conference. For more egregious behavior, conference organizers may, in its reasonable discretion, temporarily ban or permanently expel a Participant from the conference.

WHAT TO DO IF YOU WITNESS OR ARE SUBJECTED TO UNACCEPTABLE BEHAVIOR

  • If you are subjected to unacceptable behavior, notice that someone else is being subjected to unacceptable behavior, or have any other concerns, please notify Conference organizers as soon as possible. Conference organizers will be available to assist those experiencing unacceptable behavior to feel safe for the duration of the conference. If an emergency arises, please first contact the Dhaka Police immediately by dialing 999 (Emergency Toll-Free Number) and proceed to notify a conference organizer of the issue. All reports will remain completely confidential.
