Unicef is hiring Education Officer in Dhaka 2020

MAJOR TASKS AND RESPONSIBILITIES:

1. Support for program development and planning:

  • Contribute to the preparation and updating of the situation analysis for the development, design, and management of education in emergency-related programs/projects including the COVID context. Support research and report on development trends (economic, social, health, etc.) and data for use in program development, management, monitoring, evaluation, and delivery of results.

2. Program management, monitoring, and delivery of results: 

  • Work closely and collaboratively with section and field-based colleagues and partners to collect, analyze, and share information on implementation issues.
  • Suggest solutions on routine program implementation and submit reports to alert appropriate officials and stakeholders for higher-level intervention and/or decisions. Keep records of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.
  • Participate in monitoring and evaluation exercises, program reviews, and annual sectoral reviews with government and other counterparts and prepare minutes/reports on results for follow up action by higher management and other stakeholders.

3. Technical and operational support to program implementation:

  • Undertake field visits and surveys and share information with stakeholders to assess progress and refer to relevant officials for resolution. Report on critical issues, bottlenecks, and potential problems for timely action to achieve results.
  • Provide technical and operational support to government counterparts, NGO partners, UN system partners, and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes, and best practices on education-related issues to support program implementation, operations and delivery of results.

4. Networking and partnership building:

  • Build and sustain effective close working partnerships with government counterparts and national stakeholders through active sharing of information and knowledge to facilitate program implementation and build the capacity of stakeholders to achieve and sustain results on education programs.
  • Draft communication and information materials for CO program advocacy to promote awareness, establish partnerships and alliances, and support fundraising for education programs.
  • Cluster Coordination: Work closely with other key members of the Education Cluster at the national level and at Cox’s Bazar, including school officials, district, division, Local Governments, OCHA, UNICEF, and all other sector members.
  • Provide input to the inter-agency response strategy for Education reflects key findings from needs assessments, identifying gaps, and formulating a sector-wide interagency response plan, taking into account the crosscutting areas from other sectors or clusters.
  • Ensure that information is shared amongst cluster members, and that information from other clusters is made available to improve planning, integration, and implementation.

5. Innovation, knowledge management, and capacity building:

  • Contribute to identifying, capturing, synthesizing, and sharing lessons learned for knowledge development and capacity development of stakeholders.
  • Apply innovative approaches and promote good practice to support the implementation and delivery of concrete and sustainable program results.

Eligibilities

  • A university degree in one of the following fields is required: education, psychology, sociology or another relevant technical field
  • A minimum of two years of professional experience in programme planning, management, and/or research in education is required.
  • Experience of working in Bangladesh’s education sector, disaster risk reduction programming and education in emergency response will be considered as a strong plus point.
  • Relevant experience in a UN system agency or organization dealing with education in emergency is considered as an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
