World Vision is looking for Deputy Chief of Party – Bangladesh Integrated Youth Activity (BIYA) Project 2022 in Dhaka, Bangladesh

Job Responsibilities:

  • Deputy Chief of Party is responsible for staff and programme quality related decisions, but should consult CoP. CoP is ultimately responsible for grant implementation and results.
  • The Deputy CoP has responsibility for overall project operations. S/he should be familiar with the technical components of the project including coverage for activities and staff focusing on civic engagement, youth participation in decision making, and youth employability. The Deputy CoP ensures that grants operations and sub-grantee management activities are in full compliance with USAID regulations and aligned to World Vision operations. Under the guidance of the Chief of Party, the Deputy CoP would represent the grant to donors and other stakeholders.
  • The Bangladesh Integrated Youth Activity (BIYA) consortium brings together leading youth development partners in Bangladesh and globally to deliver an innovative systems-based program aligned to USAID’s Youth in Development priorities – empowering youth to shape the systems that shape their lives. The Deputy Chief of Party is responsible for the management of the project, including grant implementation, financial accountability, staffing, planning and reporting as assigned by Chief of Party.
  • This position is contingent on funding.

Following Bangladesh’s independence in 1972, it started relief and rehabilitation programs as per invitation of the Bangladesh Government.

Presently World Vision Bangladesh is serving around 5 million children with Health, Nutrition, WASH, Education, Livelihood, Child protection, Sponsorship and Community engagement under 93 subs-districts of 30 administrative districts in 434 locations with 56 Area Programs, 18 private non sponsorship and 09 grant-funded projects. The objective of this organization is ‘To achieve sustainable well-being and build a brighter future for 5 million vulnerable children in Bangladesh by tackling causes and addressing effects of poverty, inequalities and injustices’.

Eligibilities

Educational Requirements

  • A Masters’ degree in Education, Finance, Management, International Development or relevant field to supplement; Bachelors’ Degree required.
  • Familiarity with USAID requirements, their history and their development.

Experience Requirements

  • At least 5 year(s)
  • The applicants should have experience in the following area(s):
  • Chief of Party, USAID Grants
  • The applicants should have experience in the following business area(s):
  • NGO

Additional Requirements

  • Age at least 30 years
  • Both males and females are allowed to apply
  • At least 5 years of development experience as either the Director or Deputy Director (or of each); must involve implementation and management of large-scale grant/ program activities. Previous experience as DCoP with USAID grants is a plus
  • Knowledge of US Government financial, procurement, grants, and compliance regulations. Prior closeout experience preferred
  • Ability to integrate, lead and motivate teams of professionals around common goals.
  • Demonstrated skills building and maintaining relationships with host governments, donors, stakeholders, local organizations, and partners.
  • Knowledge of innovation and design-thinking approaches.
  • Fluency in written and spoken English
  • Ability to integrate teams of professionals around common goals
  • Strong skills in financial, personnel, and process management
  • Diplomacy, strong presentation skills–oral and written
  • Excellent computer and internet skills are required
  • Sound abilities in short and long-term planning (including strategic planning)
  • Expertise in a USAID-funded program/project
  • Complementarity skills to the CoP skills
  • Experience in leading programs focused on youth leadership and engagement, youth economic empowerment/workforce development, youth civic education, or civil society strengthening. USAID program management preferred. Previous Chief of Party, Deputy Chief of Party, or senior management experience required.
  • Experience managing sub grants and contracts under grants for complex projects
  • Experience in managing inter-agency consortiums is preferredIdeal candidates would have an additional expertise (five years or more) in one or more of the following areas: Minimum 5 years of professional experience working on civic engagement, positive youth development (PYD), youth participation, and/ or workforce development programming.
