UNDP is hiring National Consultant–Senior Strategic Advisor 2022 in Dhaka.

The position requires sound knowledge and demonstrable working experience on development policies and priorities and specialized knowledge of governance and socio-economic issues in the context of Bangladesh. The details on the duties and responsibilities include:

• Strategic advice on SDG localization activities and implementation of the United Nations Sustainable Development Cooperation Framework (UN SDCF) including a response plan on COVID-19.

1. Provide strategic guidance in engaging government agencies in the implementation of UN SDCF.
2. Guidance to ensure well-synergized implementation of the UN SDCF in line with government plans and priorities.
3. Advice on coordination with relevant Ministries to develop a Roadmap on SDG localization in selected lagging/bordering districts.
4. Advice on coordination with relevant Ministries and project districts for consultation meetings/workshops and for required other information.
5. Provide strategic guidance and review of the ProDoc and assessment report for the SDG Localization Project.

• Strategic guidance on the implementation of SDG localization activities and UNDP’s key interventions in line with national priorities.

1. Strategic guidance on Disaster Risk Reduction (DRR) and climate change to target disaster-affected/vulnerable communities/households in areas of social protection and livelihoods adaptation.
2. Strategic support to the Accelerator Lab to address youth and women’s unemployment in the private and informal sectors, and guide UNDP programs to support improved access to basic/public services in the urban and rural areas and alternative livelihood strategies.
3. Advance level guidance on promoting local risk information updating systems and mainstreaming of Business Continuity planning for the private sector and Disaster Impact Assessment Tools in public investments.
4. Strategic advice and technical support to form a Higher-level Coordination Committee for feedback management (responding to different queries/questions/issues raised by the MPs), finalization/endorsement, and data management framework for My Constituency data platform following appropriate procedures and functioning of the data management framework as a policy guideline for regular data flow.
5. Policy advocacy for finalization and publication of the Data Management Framework as a policy document (like SDGs M&E Framework) to ensure regular, timely, and quality data flow in My Constituency Data Platform.

• Advise analyzing implementation trends of SDGs and design program interventions to accelerate the country’s progress in achieving SDGs.

1. Advisory support to plan and facilitate the evidence-based SDG analysis in the SDG Tracker in support of sustainable development trends, challenges, and opportunities. Advice on the formation and activation of SDG cell at Parliament for the implementation, coordination, and ownership of the platform and sustainability.
2. Provide substantive advice to both UNDP and national counterparts on approaches to accelerate SDG Localization including through district development planning.

• Strategic guidance for stakeholder engagement – both government and private sector and networking at a national and international level as well as enriching UNDP’s knowledge repository.

1. Strategic advice on enhancing effectiveness and sustainability of the Private Sector Platform for enhanced private sector contribution to Agenda 2030 and COVID-19 response & socio-economic recovery, especially on public-private partnerships, improving ease of doing business, and in the context of the Integrated National Financing Framework for Agenda 2030.
2. Provide strategic advice to Future Nations activities for public-private partnership development for sustainable growth, youth capacity building, and entrepreneurship development.
3. Strategic guidance for donor relationships and partnership development for collaboration.
4. Advisory support to Accelerator Lab and SID-CHT on skill development, waste management, innovation in the vaccination program, youth connection, and innovation in tourism.

• Strategic guidance on different digital initiatives of Aspire to Innovate (a2i) Project

1. Advisory support to a2i and relevant partners in 4IR related activities & projects.
2. Provide strategic direction and advisory support for civil service 2041 initiatives.
3. Provide advisory support to a2i and partners for mobilizing domestic micro-savings for financing SDG initiatives.
4. Provide strategic guidance for digital financial inclusion initiatives of a2i to establish an effective financial inclusion & cash-light eco-system in Bangladesh.
