IPE Global Limited is hiring Performance Audit Expert 2022 in Dhaka
Objective of the NKE assignment:
Support to OCAG in the development of capacity for audit of Programme Effectiveness (Performance Audit) and Professional Development and Capacity Building through FIMA (Financial Management Academy). This assignment seeks to support the TA team, particularly Key Expert 3 Professional Auditor (Auditing and Planning), in delivering the sub-activities related to strengthening the Performance Audit Directorate and capacity building of FIMA to deliver future PA audits.
Background to the NKE (Non-Key Expert) assignment:
Audit of programme effectiveness has not been a focus area of audit in OCAG. Performance audit processes and recommendations are incidental to other types of audit such as Compliance audit. There is no separate directorate for performance audit, hence audit techniques specific to PA are not employed by audit teams.
A focused approach to embedding PA in OCAG and build capacity for PA techniques in FIMA and in audit teams would be the principal challenge for the NKE. The important contribution of the NKE (PA) will be to professionalise the function of PA and enable replication of the knowledge and skill base amongst a wider set of professionals. In due course, PA should emerge as the primary stream of audit to report the economy, efficiency, and effectiveness of public sector expenditure.
PFM Action Plan anticipates that from the increased capacity of OCAG to audit the economy, efficiency and effectiveness of programme expenditure, enhanced accountability would be realised across the public sector in Bangladesh
Expected impact and results
- OCAG will be modernised to roll-out ISSAI compliant performance audits of programme expenditure, which are critical to citizen welfare and improved accountability of public expenditure.
- FIMA will gain strengthened capacity to design and deliver templates, toolkits and check lists for different types of programme effectiveness performance audit
- The capacity of FIMA will be enhanced to widen the knowledge and skills base for programme effectiveness audit amongst OCAG new entrants and to undertake audit of programme effectiveness in public entities, such as ministries, departments and authorities.
- The capacity of FIMA should become adequate to periodically revise the manuals and handbook in tandem with revisions to the ISSAIs and INTOSAI best practice.
- The resilience of FIMA will be scaled-up to study and deliver performance audit of programme effectiveness in parallel with other streams of audit, such as IT-aided audit.
Maximum Level of efforts: 80 workdays (with the possibility of extension)

Eligibilities
Qualifications and skills:
- Advanced university degree in accounting, finance, or relevant field or equivalent professional qualifications in accounting or auditing
- Good command of English.
General experience
- At least 15 years’ relevant experience relevant to financial management/PFM.
Specific experience:
- At least 7 years of specific experience in Performance Audit assignments in any SAI.
- Experience in drafting audit Toolkits, Templates, Checklists Handbooks, Manual, Guidelines, etc.
- Experience in guiding audit teams through on-the-job training and in PA Reporting.
- Knowledge and experience in the application of statistical and finance techniques.
- Experience with public sector training will be considered as an asset.
- Prior experience on similar assignments delivered in South Asia will be considered as an asset.
