CARE is hiring HEAD OF COX’S BAZAR-REGIONAL OFFICE 2022.

Job Responsibilities:

Program Management and Leadership

  • Play leading role in drafting CARE Refugee Response strategy.
  • Ensure that all sectors/grants/projects are aligned with the agreed strategy and that different sectoral activities are implemented in a coordinated and integrated manner.
  • Lead the program team, ensuring the highest performance standards.
  • Support an environment of learning for program staff. Oversee day-to-day management of the program, including effective program implementation and documentation to progress towards the achievement of outcome and impacts.
  • Support the team to manage partnerships with local and international partners based on partnership principles, ensuring effective capacity-building, cross learning and communication.
  • Lead contingency planning process for any impending hazard and support Sector Coordinators/Leads/Manager in taking appropriate preparedness measures to mitigate risks to support refugees and host community beneficiaries.
  • Monitor the overall grants expenditure in line with donor requirements and CARE financial procedures.
  • Allocate human, financial and material resources to the program in an adequate manner based on needs. Ensure that resources are compliant with CARE and donor regulations.
  • As assigned by DCD-P, the post holder will lead on representation of CARE with relevant program stakeholders in Cox’s Bazar, ensuring effective exchange of information to enhance coordination and quality of sectoral programming.

General Management and Leadership

  • Establish and maintain constructive working relationships with other NGO’s, UN agencies, bilateral and multilateral donors, and other principle stakeholders including the government
  • Recommend changes to the emergency program team composition and functioning with Country Office and partners to maximize emergency program quality and effectiveness.
  • Provide dedicated effort to create the conditions to ensure effective teamwork and morale. Assess need and recommend measures for staff wellbeing.
  • Conduct performance appraisals of emergency program staff, ensure regular feedback and mentoring on individual performance. Ensure program staff is aware of the financial and administrative components of their duties
  • Support the DCD-P to ensure that the Country Director and other senior Dhaka staff are kept informed about progress in the emergency response implementation and strategies, project plans, progress reports, and other significant developments.
  • Promote a productive work environment and CARE values respectful of the Code of Conduct with zero tolerance for verbal and physical abuse or discrimination against other persons on the grounds of race, colour, sex or creed.
  • Promote a culture of respect and adherence to right-based approaches, and being results oriented in planning and implementation.

External Relations, Communication, Coordination and Policy

  • Oversee the development of systems to effectively manage the complex donor portfolio, meeting statutory requirements, as well as pro-actively engaging, with a view to developing trust.
  • Oversee, and also engage directly, in management of sensitive Govt relations.
  • Play active role in senior coordination forums at CxB level, as well as strengthening capacity of other staff to engage at technical levels.
  • Establish CARE as leader on Quality, Accountability (to Affected People), and Gender • Support DCD-P to put strategy in place to ensure well coverage of the achievement by Dhaka Comms, PR and Media team.
  • Ensure appropriate branding of all Cox programs, including staff’s ability to represent the agency

Monitoring, Evaluation and Learning & accountability

  • Ensure that the response strategy clearly sets up program performance targets (Impact, Outcome and outputs) and indicates adequate monitoring mechanisms (indicators) for those targets that would be reviewed periodically through response reviews and evaluations.
  • Ensure, through MEAL function, a comprehensive MEAL framework is developed and followed for the overall response operation.
  • Ensure the establishment of effective information management systems enabling effective cross sector information sharing/updating/ reporting mechanism.
  • Oversee the preparation of monitoring plans and regularly monitor the field operations to spot-check on the quality of expected outputs/outcome.
  • Oversee the quality of the knowledge output/product/materials and share widely in consultation with DCD-P.
  • Oversee the MEAL function and ensure that the Accountability and Quality assurance systems, including information dissemination and community complaints and feedback mechanisms is in established and strengthened.
  • Support MEAL team to develop strategy for implementing the Accountability and Quality assurance mechanisms with appropriate work plan and roles and responsibilities

Program Support, Compliance, Team Building & Security

  • Overseeing senior PS functions (Finance, Administration, HR, Fundraising , Logistics, Procurement and other support teams) through matrix management to develop an efficient system, that seeks to improve program effectiveness and overall compliance.
  • Promote a solid understanding and application of GEDI and PSHEA principles inside office and with all major stakeholders.
  • Ensure comprehensive understanding across teams of statutory regulations, as well as internal standards, and system for promoting and tracking compliance.
  • Establish and monitor good interaction between Cox PS and Dhaka PS teams.
  • In liaison with the HR staff, make sure staff have suitable rest, relaxation and that wellbeing is addressed.
  • Create cross learning culture among sectors and provide specific capacity building support to sector leads/Managers in humanitarian leadership, quality & accountability in refugee response context.
  • With the support from DCD-P and DCD-PS, liaise with the National Security Manager to ensure compliance with CARE Security Guidelines and their effective application in the local context.
  • Monitor the operational environment with respect to increased level of threat and advise to DCD-P and other relevant staff.
  • Keep the DCD-P & DCD-PS advised of changes and threats to the security of CARE staff, assets and operations.

Eligibilities

Education:

  •  Masters in Business Administration, or related field.
  • Familiar with humanitarian programming and inter-agency coordination systems with strong representation and negotiation skills.
  • High level of all aspects of managerial experience, including managing multi-million dollar budgets.
  • Understanding of the humanitarian emergency operating context, including Sphere, the humanitarian system, donors, security, civil military liaison.

Experience/Technical Skills:

  • Minimum of 5 or 7 years development/ humanitarian relief management experience in complex environments.
  • Strong project cycle management skills: assessments, design, implementation, monitoring, evaluation, and strategic planning skills.
  • Proven experience of successful resource mobilization, coordination, organizational positioning.
  • Demonstrated administrative, financial experience and leading a multi-disciplinary, multi national team under difficult circumstances.
