Care Bangladesh is looking for Resilience Officer – DRR 2024 in Ukhia.

Job Responsibilities:

 Design and Implementation:

  • Demonstrate expertise in disaster risk reduction principles, practices, and methodologies, including vulnerability and risk assessments, to inform effective disaster preparedness plans and implementation of early warning systems.
  • Develop a comprehensive Plan of Action (PoA) for disaster preparedness, risk reduction, and management activities, integrating the Cyclone Preparedness Program (CPP), Climate Change Adaptation (CCA), and Disability-Inclusive Disaster Risk Reduction (DiDRR) initiatives.
  • Plan, schedule, and conduct Enhanced Vulnerability and Capacity Assessments (EVCA) to assess community risk and vulnerabilities comprehensively.
  • Assist in the development and implementation of disaster preparedness plans, response strategies, and early warning systems, ensuring effective preparedness and response measures.
  • Prepare training modules and Information, Education, and Communication (IEC) materials for conducting training sessions and awareness-raising events on Disaster Risk Management (DRM).
  • Organize and lead training sessions and awareness-raising events in Disaster Risk Management (DRM) for the community, empowering them to respond effectively during disasters.
  • Conduct mock drills and simulations to evaluate the community’s readiness and response capabilities, identifying areas for improvement.
  • Lead community-led drainage cleaning and reforestation activities as vital disaster risk reduction strategies to enhance resilience.
  • Collaborate closely with local authorities, stakeholders, and relevant agencies/committees to integrate disaster risk reduction efforts into broader development plans.
  • Identify high-risk areas susceptible to disasters and prioritize risk reduction measures to target interventions effectively.
  • Manage and maintain a comprehensive database of project activities, ensuring accurate and organized records.
  • Prepare monthly plans, project implementation plans, and event budgets, aligning them with the project budget to ensure efficient resource allocation.
  • Conduct regular field visits, especially to remote areas, to monitor and ensure the quality implementation of disaster risk reduction interventions through coordination, collaboration, and integration.

 Project Monitoring – Quality control:

  • Track the progress of project activities and prepare comprehensive monthly, quarterly, and annual reports.
  • Document the progress of project activities, outputs, and the immediate impact of interventions, providing a clear understanding of the project’s outcomes.
  • Develop tools for both quantitative and qualitative data collection, enabling systematic and accurate monitoring of project indicators.
  • Regularly collect the required data using the developed tools, ensuring timely and reliable information for analysis.
  • Analyze data to identify trends and patterns, and to assess the effectiveness of project interventions.
  • Report on the findings of data analysis to project stakeholders and make recommendations for improvement

Information Documentation & Reporting:

  • Develop and maintain weekly and monthly work plans for DRR and resilience initiatives.
  • Compile and prepare regular DRR and resilience updates/reports.
  • Prepare site assessment and assessment reports.
  • Conduct vulnerability and risk assessments.
  • Manage and update the database of reforestation and SWM activities.
  • Conduct Environmental Stress Screening (ESS), Environmental Impact Assessment (EIA), and Health Impact Assessment (HIA).
  • Document good practices, lessons learned, and success stories.

Eligibilities

Job Requirements:

  • The candidate must have a minimum graduation in Disaster Management, Geography and Environment, Environmental Science, Social Science, Geology, Environmental Studies, Climate Change, or any other discipline.
  • A minimum of 2-3 years of experience in disaster risk reduction or related field.
  • Experience in implementing Climate Change Adaptation, Mitigation, Disaster Risk Reduction (DRR), and Disaster Risk Management (DRM) programs.
  • Experience or knowledge in project management methodologies and practices for effective planning, implementation, and monitoring of disaster risk reduction initiatives.
  • Proficiency in data analysis tools and Geographic Information System (GIS) software to conduct more in-depth risk assessments and identification of vulnerable areas.
  • Familiarity with humanitarian principles and standards to ensure disaster response efforts are conducted ethically and with a focus on protecting the rights and dignity of affected communities.
  • Experience in working with donor-funded projects to deal with project reporting and compliance requirements.
  • Strong communication skills in both verbal and written English and Bangla.
  • Proficiency in the Chittagonian language is an added advantage.
