Abt Associates is looking for a Consultant to establish NHSO 2021 in Dhaka

Job Responsibilities (not all included):

  • Developing teamwork, distribution of tasks to perform the tasks
  • Summary of key consultations held
  • Study tour trip report (if held/feasible)
  • Compilation of relevant resource materials like a summary of key consultations, journal articles, government policies, rules and regulations, minutes of the meeting, etc
  • Feasibility study report to establish NHSO (incorporating an evidence-based strong rationale for NHSO)
  • Draft action and change management plan
  • Report review and dissemination incorporating feedback from stakeholders

Eligibilities

In order to perform the job well, the consultant will be required to have, but not limited to, the following qualifications

  • A Bangladeshi national, and due to COVID-19 travel requirements, the person must be the one who currently resides in the country.
  • The consultant should submit their brief technical proposal, a financial proposal with the justification of rate, updated VAT registration certificate (BIN) (applicable as per turnover of payment rate)
  • Master’s Degree (minimum), in Public Health, Management, Medicine, Health Administration, or another relevant field.
  • Ten to fifteen years of relevant professional experience in managing progressively complex health programs. Experience in working in USAID programs is preferred (but not mandatory).
  • Previous work on developing health insurance schemes, extensive knowledge of working in GoB institutions
  • Prior experience working in the MoH at a senior level or working with senior MoH officials
  • Proven track record of working effectively with government counterparts at various levels in Bangladesh.
  • Demonstrated leadership and management skills, working skills with the team, and ability to lead and motivate multidisciplinary teams.
  • Ability to establish and maintain effective working relationships with USAID, ministry officials, and other development partners and a proven track record of interacting with other projects, high-level host country governments, and international agencies.
  • A proven, successful record of achieving results. Ability to sustain the key roles and responsibilities largely independently and requires the initiative to ensure work is progressing.
  • Fluency in English and Bengali is required.
  • Required computer skills
  • Good presentation skills
