Care Bangladesh is hiring Hub MEAL Manager 2023 in Dhaka
Job Responsibilities :
- Support in the establishment of an effective and integrated M&E, IMIS and knowledge management System – mechanism of data validation, reporting and support use of data for decision making.
- Support to develop/revise/ existing M&E Framework, M&E Tools, M&E Plan and guidelines in alignment with integrated strategy and approach of the BIYA Project.
- Ensure effective and efficient implementation of project M&E plan at Hub/Spoke level.
- Ensure an effective, functioning, user-friendly IMIS system across the Hubs/Spokes of the consortium.
- Facilitate to enhance Hub Meal Officer and MIS & Documentation Officer capacity and competency to handle IMIS with an appropriate manner and assist in harvesting outputs that ultimately contribute both management and field level staff in decision making process.
- Facilitate individual Hub/Spoke and partner NGO wise work plan target segregation with Hub Meal Officer and MIS & Documentation Officer.
- Establish a system of data validation to ensure accurate reporting by conducting OSDV and RDQA in regular manner (Monthly/Quarterly).
- Ensure use of monitoring data and evidences to take timely program decisions.
- Establish an effective knowledge management, reflection & learning mechanism within, in between and among SR, SSRs and Hub/Spoke level staff.
- Prepare monthly, quarterly, annually and Project Completion reports.
- Extended necessary support to produce quality reporting from the SSRs and Hub/Spoke level.
- Capacity building of relevant partners’ M&E staff at Hub/Spoke level on effective use of M&E system, tools and accurate reporting, and managing M&E activities.
- Implementing capacity building initiative for M&E staff from the partner organizations on effective functioning of M&E plan, tools, techniques accurate reporting.
- Develop their capacities to manage M&E system as part of role transition after project year 3.
- Provide on the job supports to Hub/Spoke staff as required.
- Design, implement, evaluate and document operation research initiatives
- With the support from MEAL Coordinator, MIS Manager, and KML Manager design operation research initiatives as part of ongoing M&E system within the project portfolio.
- Conduct operation research through study/assessment/survey on specific issues such as pharmacy involvement, voucher scheme, case workers functions etc. new initiatives that were taken by the project.
- Develop different tools, methods and materials for operation research/assessment/survey.
- Monitoring, evaluating and documenting the results of Operation Research.
- Share the Operation Research findings and recommendations with PR and relevant stakeholders/audiences –use them for policy influences as applicable.
- Staff performance management and team building
- Support Hub Meal Officer and MIS & Documentation Officer to develop yearly performance plan with specific performance objective(s) and set targets.
- Ensure monitoring, follow-up, supportive supervision and periodic performance review/appraisal of supervisee in time with appropriate manner.
- Identify staff training needs; ensure need-based training for respective groups/individuals timely and appropriately.
- Provide on the job training, coaching and mentoring to the direct supervisees and other relevant project staff.
- Ensure that the staffs are kept abreast of the latest changes to the project strategies and activities.
- Ensure and promote team spirit among the staff members and maintain gender sensitivity.
- Initiate appropriate disciplinary measures to the concerned staff as and when necessary.
- Participate in hiring skilled staff as and when necessary.
- Program monitoring, reporting, supervision and documentation
- Ensure day to day monitoring and supportive supervision for the assigned staff.
- Provide coaching, mentoring, feedback, direction and necessary guidance to the Hub Meal Officer and MIS & Documentation Officer to perform their assigned roles and responsibilities effectively and efficiently.
- Ensure flow of regular monitoring and follow-up on operational process of M&E, MIS at the Hub/Spoke level.
- Staff development and Performance Management.
- Participate in hiring skilled staff as and when necessary.

III. Reporting to:
The incumbent will report to the MEAL Coordinator based at Project Management Unit, Dhaka
IV. Working Condition:
This position will be based in one of the Hub offices located in Dhaka North, Dhaka South, Chattogram, Rangpur, and Khulna. Needs to undertake field visit at least 40% – 50% time in project areas.
CARE Bangladesh, a non-profit international development organization is implementing Bangladesh Integrated Youth Activity (BIYA), a five-year’s project with a consortium of youth-led and youth serving organizations funded by the USAID. It aims to empower youth not in education, employment, or training (NEET) particularly young women and socially marginalized young people, by equipping them with market-oriented soft and life skills, resources and social capital for green and gainful employment and greater social and environmental impact. Strengthening youth ecosystem, organizational development support to national and grassroots youth organizations, incubation and start-up support to young entrepreneurs, youth inclusive policies and planning are some examples of key interventions of BIYA to be implemented in urban/ per-urban areas in five hubs encompassing seventeen districts. Department of Youth Development (DYD) and relevant govt. and private sectors are the strategic partners of this project.

Eligibilities
- Job Requirements:
- Minimum 4 – 5 years of experience in the field of social development, monitoring & evaluation issue at national/international organization in the arena development works preferably in the health sector program.
- Masters in Statistics, Social Science, Development Studies, Public Health with a theoretical or practical specialization in monitoring and evaluation, research, knowledge management, qualitative and quantitative research methodologies and staff capacity building arena.
- Experience in supervisory positions is a must.
- Practical project level experience with local, national or international NGOs.
- Demonstrate competency in survey design, data collection, processing, management, validation, analysis and report preparation and presentation.
- Experience in participatory design, monitoring and evaluation.
- Computer literacy on statistical analysis program including MS-Word, MS-PowerPoint, MS-Excel, Access, SPSS, Power BI.
- Advantages in combination of M&E including MIS knowledge, project implementation and PSM issues especially in the field public health.
