UNDP Pakistan has initiated a five-year program (2013 – 2017) to support the objective of the above-mentioned national DRM and DRR policy. The programme is structured around three (3) pillars of activities: (1) Institutional development support and strengthening the government disaster management organizations at national, provincial and district level, (2) Support to community resilience building for at-risk communities in the disaster prone districts taking into account the 25 nominated high-risk districts specified in the National Disaster Management Plan and (3) Technical support to the development and application of building codes and regulations for engineered and non-engineered construction with focuses on seismic and flood risk mitigations.

Under the United Kingdom Department for International Development (DFID/UK) UK funding, UNDP implements a joint programme (together with Food and Agriculture Organizations of the United Nations and World Food Programme) a three-year initiative of Technical Support to Stakeholder’s Capacity Development for Effective Implementation of Pakistan’s National Disaster Risk Reduction Policy”. The project is implemented from 2016-2018, in which UNDP is involved in institutional strengthening.

An important role during this joint programme implementation is the monitoring and evaluation of the ongoing tasks, activities and projects. For this purpose, the UNDP is exploring to hire a national UNV as M&E Officer who should have an extensive experience in the field of monitoring and evaluation, research, reporting as well as data analysis services.

Duties and Responsibilities
Under the supervision of National Project Coordinator DRR in Pakistan Project, the M&E Officer will contribute to track, monitor and evaluate the overall progress of the project and support the team wherever required.

Duration of assignment is 12 months which could be extended subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event duty station is not within commuting distance from the place of recruitment. A Volunteer Living Allowance (VLA) of PKR 58,961 is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to three (3) dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service.

Eligibilities

A) Qualifications, skills, experience:

Masters’ degree in DRR, Development Studies or Social Sciences.
B) Years of work experience:

A minimum of two (2) years of experience in monitoring and evaluation of development projects, is mandatory;
Demonstrated experience in research and analytical writing is required.
Computer Skills: Advanced level proficiency in Microsoft Excel as a data management and analysis tool is mandatory. Knowledge of statistical software (i.e. SPSS,) is an asset.

Other skills/experience and qualifications:

Dynamic, creative and multi-functional, who supports the project with professionalism, dedication and client orientation;
Ability to work in a demanding and time-bound environment;
Excellent writing and report development.
