Danish Refugee Council is hiring Shelter & Infrastructure Officer 2020 in Cox’s Bazar.

The officer, with the support of the team leader and manager, will lead in all matters concerning direct beneficiary engagement, stakeholder management, and construction engineering elements of the shelter program. More specifically, he/she is responsible to support to field survey, geographical analysis, Layout, design, implementation, labor-management, and monitoring engineering projects of the shelter department.

Under the supervision and guidance of the shelter team leader, this role will involve continuous engagement in the targeted communities and support in overseeing all ongoing works. Capacity building of all technical teams and ensuring that the constructions are carried out are of high quality and are done in a timely and safe manner. This position involves close cooperation with the team leader responsible for the shelter department, beneficiaries, and Camp management.

DUTIES & RESPONSIBILITES

    • Ability to work on Rapid need analysis, Baseline Survey and feasibility survey
    • Ability to prepare priority of need, amount, and cost of materials, layout, etc.
    • Have a clear idea about the work plan, delivery plan, labor management.
    • Follow the community-led approach with the beneficiaries and ability to lead them to create ownership
    • Following construction safety guideline and Shelter Quality Construction Benchmark approved by ISCG and followed by DRC
    • Daily update and management of data-gathering and tracking tools used to monitor the project.
    • Plan, implement, and manage construction tasks in accordance with priorities and goals.
    • Hiring and management of daily workers/volunteers based on agreed criteria; management of the daily workers excel database; ensure weekly payment of daily workers in coordination with DRC Finance policies and procedures.
    • Support where necessary the assessment of existing community shelters and supervise the construction.
    • Preparation of technical reports after physically complete the technical assessment.
    • Support the shelter team leader in developing accurate and timely reports.
    • Resolve any emerging problems and issues on the field in line with the team leader.
    • Develop and lead training and give feedback to project beneficiaries and relevant staff.
    • Ensuring appropriate construction materials are used.
    • Ensure the project complies with legal requirements especially health and safety.
    • Strong adherence to safety and security protocols always, and along with CoC – dedication to reporting suspected contraventions.
    • Ensure the DRC Code of Conduct is understood, acknowledged in writing, and followed by the project staff and all-volunteer labor, and infractions are reported in an appropriate and timely manner.
    • Close Coordination with other sectors (Protection, SMS, etc.) and support immediately when needed.
    • Any other duties as agreed with the line manager.

Eligibilities

  • Ability to handle AutoCAD, sketch up/ Any 3D modelling Tools.
  • At least 2 years proven experience in construction and engineering.
  • 1 years of experience working with an NGO in an emergency response setting is an advantage.
  • 1 years of experience conducting monitoring, evaluation and reporting of distribution and/or NFI and/or shelter and/or WASH programming is an advantage.
  • Problem-solver and results-oriented.
  • Strong knowledge of construction operations and worksite management.
  • Excellent time-management skills.
  • Prior evidence of managing staff; with excellent leadership skills including challenging, motivating and developing a team.
  • The ability to take the initiative and work independently as well work as a team player.
  • Excellent interpersonal and communication skills.
  • Willingness to live and work in a challenging environment with limited resources.
  • Good experience in community engagement including facilitating focus group discussions and semi-structured interviewing is an advantage.
  • Experience working on projects funded UNHCR, IOM, UNICEF, ECHO is an advantage.
  • Good skills in Microsoft Office Excel.
  • Commitment to DRC’s overall aims and policies and experience of promoting gender equity and ensuring vulnerable people’s needs are met.
  • Must be willing to work during Friday’s and Holidays if requested.

EDUCATION

  • Qualification in relevant field: Bachelor’s in civil engineering or Diploma in Civil Engineering with adequate experience.

LANGUAGE

  • English (required – proficient in speaking, reading, and writing).
  • Bengali
  • Chittagonian (understand and communicate properly)
