CARE Bangladesh is looking for Manager – Transport 2021 in Dhaka.

The Manager-Transport ensures efficient and cost effective transport services are extended to CARE Bangladesh CBDO as well as field and regional offices. Follows the procedure as laid down by the vehicle usage policy during vehicle allocation for the users and ensure that a high quality of service is provided to all users in a cost effective & efficient manner. Ensures that right number of vehicles and motor cycles are available to meet program implementation requirements. Also responsible to provide efficient operation of CBDO Rental Pool/Pool vehicles & motorcycles justifiable & cost effective trip for performing Mission Activities. The incumbent responsible to provide guide & ensure repair and maintenance of vehicles within the shortest time at a minimum cost of all vehicles related problem in all the offices. To maintain Fleet Management Software and all vehicles documents update from BRTA timely as per country’s traffic law & rules. To maintain security level and logistics support for TSD. To ensure all vehicles documents updated from BRTA timely as per country’s traffic law & rules. Be conversant with CARE Bangladesh Gender analysis framework and to ensure that the staffs are well acquainted with the Mission’s Gender & Diversity Policy.

Responsibilities :

  • Operation & Effective Management of CARE-B Fleet :
    • Management of Dhaka-based transport and training activities, personnel, safety at work, discipline, resources, and assets. In particular, this means ensuring that correct procedures are in place to identify mission transport requirements.
    • To ensure that transport policies, guidelines and procedures are strictly adhered to and to be the primary link between the TSD and field offices for transport service coordination.
    • To support field offices and transport personnel by making field visits to discuss and resolve vehicle management and maintenance issues. For example, policies on vehicle allocations, scheduling, maintenance and replacement/disposal.
    • Oversee the operation and management of all CBDO vehicles.
    • Prepare SSIMS report and accident handling, reporting, investigation and police actions for any vehicle accident.
    • Ensure that all Government and CARE reporting requirements are met.
    • Ensure that all vehicles operating data is analyzed at the end of each month in order to determine which vehicles are profitable or non-profitable. Submit relevant data to Assistant General Manager-Administration., Finance for entry into the CBDO central accounts system
    • Direct and participate in the preparation and maintenance of a variety of narrative and statistical reports, records and files related to vehicles, maintenance, repairs, projects, mileage, depreciation, financial activity and assigned duties.
    • Ensures safe and reliable vehicles are available to meet operational requirements. Conducts fleet evaluations to ensure maintenance standards are met.
    • Ensures vehicle management systems are effectively utilized.
    • Maintain a database of Transport companies, Garages, Insurance companies to identify alternate current and future service providers; Maintain Government Departments and vehicle technical training institutions; ensuring whenever necessary the office can draw upon these contacts.
    • Ensure and provide the well-being and, particularly, the safety of all transport staff and the users with effective Training and Monitoring.
  • Driver supervision & Management :
    • Directly line manages the Drivers and to provide them with the support and guidance which      they require to ensure best performance. Give special attention to female driver.
    • Prepare monthly drivers PAR of all CBDO based drivers in Payroll (aspire) software.
    • Ensure the wellbeing and particularly ensure the safety of all drivers and General Maintenance staff by maintaining high health and safety standards.
    • Ensure that all drivers are adequately trained to perform as required job responsibility by organizing training as may be necessary. Provide regular feedback coaching on their performance.
    •  Prepare Performance appraisals for all drivers supervised staff. Monitor the performance of drivers and provide guidance, coaching to drivers & technicians where necessary
    • Conduct safety meetings with Drivers in order to make sure that everyone is up to date in all the procedures. Also must make sure that everyone on staff is properly trained in all safety measures while in the warehouse and on the road.
    • Arrange check-up for eye-sights and health check-up of drivers as & when required.
  • Management of Fleet Repair & Maintenance :
    • Monitor, evaluate and determine priority of vehicle maintenance, servicing and repair projects; review the work of mechanics and other maintenance personnel to assure compliance with established standards, guidelines and procedures; direct off-site maintenance, repair and recovery functions for roadside vehicle malfunctions.
    • Monitor and evaluate CO vehicle maintenance, servicing and repair functions to identify needs and determine financial effectiveness and operational efficiency;
    • Provide consultation to CO personnel and others concerning vehicle maintenance, repair and procurement operations, projects and activities; respond to inquiries, resolve issues and conflicts and provide detailed and technical information regarding related laws, regulations, policies, and procedures.
    • Ensure adequate personnel, equipment and material levels to meet maintenance, servicing and repair needs; coordinate equipment, material and supply purchases as appropriate; direct related inventory functions.
    • Ensures maintenance shops are adequately staffed and mechanics are properly trained. Ensures the cleanliness and maintenance of the maintenance shops through regular inspections and preventive maintenance programs.
    • Maintain the fleet entrusting periodic maintenance complying with CARE standards.
    • Management & oversee TSD spare parts inventory & supply system.

Eligibilities

  • 5 to 6 years’ experience in fleet / transport management in any reputed international / national organization.
  • Practical experience in the field of vehicle maintenance, operation, documentation and training
  • Bachelor or Diploma in Mechanical/Automobile engineering or equivalent certificate in transport management, technical training on related subject.
  • Knowledge of wide variety of vehicles and motorcycles.
  • Enough knowledge on vehicle documentation
  • Able to deal with routine report.
  • Holder of a valid driving license.
  • Excellent English oral and written communication skills; knowledge of Bangla strongly preferred.
  • Computer proficiency in MS words, MS-Excel, MS Access, MS PowerPoint.
