CARE Bangladesh is hiring Senior Team Leader – Knowledge Management and Learning 2021 in Dhaka.

The Senior Team Leader – Knowledge Management and Learning (STL – KML) will take charge of implementing the USAID’s Collaboration, Learning and Adaptation (CLA) framework in SHOUHARDO III. In close collaboration with the program’s technical team, field teams, and STL-M&E, the STL-KML will engage internal and external stakeholders in routinely collecting, analyzing and applying lessons emerging from program implementation. S/he will work closely with the technical team and Senior Team Leaders to ensure intentional learning and knowledge application throughout all phases of the program. S/he will review program strategies and actual ground level impact and identify successes, gaps and areas of improvement to ensure that program results are felt by participants and communities. S/he will work closely with the STL-M&E and DCoP to allow for rapid uptake of learning and translate into dissemination of materials and technical resources to members and regional/country offices. She/he will also be tasked with developing and managing an external-facing communications plan that ensures critical project stakeholders in Bangladesh and internationally are up-to-date on program progress, results and lessons learned. S/he will provide technical leadership to formative research activities, refinement of the ToC, and development of a locally adapted programmatic approach to achieve the program’s goal.

Responsibilities

  • Upholding CARE Bangladesh’s values and ensuring Project and organizational principles
    • Uphold organizational values and exercise them at all levels.
    • Promote appropriate organizational culture and be a role model for other in the team.
    • Help to promote and establish CARE-B as a gender sensitive organization in development arenas, both national and international.
    • Uphold and ensure the implementation of mission mandates on gender equity, equality and diversity in organizational development and Programmatic intervention levels.
    • Ensure that women and girls remain at the center stage of the program’s focus and outcomes.
  • Staff management and capacity building
    • Direct supervision of all Knowledge Management Coordinator, Research and Documentation Manager and Communications Manager at Dhaka Level.
    • Responsibilities in staff management include:
    • Performance Management & Coaching
    • Provide technical support and guidance to all technical staff (CARE and partners)
    • Keep staff updated with current theory and practice in technical areas and program and contractual obligations and approaches.
    • Support the development of a culture that promotes accountability and high performance, encourages a team culture of learning, creativity, and innovation, and frees up program staff to deliver outstanding results for the poor and extreme poor
    • Coordination and collaboration with research staff, the Technical Working Groups
    • Lead capacity strengthening, staff development, and team building initiatives relating to the program’s quality and mobilize resources for training, mentoring/accompaniment, as appropriate.
    • Establish an effective process of peer support and communities of practice between and among program staff
  • Learning and Knowledge Management
    • Act as a key link between the M&E, KM and Technical teams to ensure M&E data utilization for technical planning improve programing and support the programs adaptive management ambitions.
    • Lead in organization of programmatic review meetings
    • Support the implementation of a comprehensive learning and knowledge management strategy for SHOUHARDO III and assess performance regularly against agreed standards and requirements of donors.
    • Track the progress of incorporating learning into program implementation
    • Generate appropriate documentation from research and program implementation for both internal and external conversations.
    • Develop and manage the program communications plan and platforms to effectively share information with internal and external stakeholders nationally and internationally
    • Works closely with the Senior Team Leader for M&E to build stronger analysis of results and measurement that ensure that individual and community level impact is appropriately reflected.
    • Works closely with the CARE Bangladesh PEARL Director to ensure synergy and coherence of program and country office strategies.
    • Support the DCOP and COP in technical reviews and planning
    • Support the Chief of Party and program management team in the annual work planning process and co-lead (with STL-M&E) quarterly program quality review meetings that review progress markers on road to achieving project outcomes and impact;
  • Reporting and Leading Production of Program Publications
    • Promote the writing of research papers to report on the findings/learning of SHOUHARDO III.
    • Final edits all external communication including program reports, briefs.
    • Implement a quality reporting framework to strengthen program reports and briefs across the program.
    • Work with team members to write technical briefs, newsletters and other internal and external communication materials; develop and execute dissemination plans for those materials.
    • Coordinate with/manage external consultants, researchers, and technical support staff as required

Eligibilities

  • Master’s degree in a relevant discipline.
  • Minimum 10 to 12 years’ experience along with 7 years of experience in progressively senior roles in communications or knowledge management.
  • Significant experience working on USAID or other large, bi-lateral donor agency projects in a knowledge management or technical role
  • Ability to translate complex and complicated ideas into easily accessible and understandable concepts and/or messages
  • Excellent written and oral communications skills.
  • High level skills in reporting and presentation in English is mandatory.
  • Experience in Bangladesh and/South Asia preferred
  • Knowledge of / proficiency of Bangla is desired.
  • Ability to meet deadlines under pressure, build consensus and work successfully with diverse stakeholders.
